What Is Horizon Scanning?

Horizon scanning is the systematic examination of the external environment to detect early signs of change. It involves identifying emerging trends, weak signals, wildcards, and drivers of change that could shape the future of industries, societies, and organizations.

Unlike traditional environmental analysis that focuses on known factors, horizon scanning deliberately looks beyond the obvious — seeking out nascent developments, emerging technologies, shifting social values, and potential disruptions before they become mainstream.

At its core, horizon scanning answers the fundamental strategic question: "What's coming next, and how might it affect us?" It is the first step in the Scanning, Sensing & Acting™ (SSA) framework used at IF Insight & Foresight.

Types of Signals in Horizon Scanning

Effective horizon scanning categorizes signals by their maturity, impact potential, and certainty. Understanding these categories helps organizations prioritize and interpret what they find.

Megatrends

Large-scale, sustained forces of change that are already reshaping industries and societies. Examples include aging populations, urbanization, and climate change. High certainty, broad impact.

Trends

Observable patterns of change that are developing momentum. More specific than megatrends and evolving more rapidly. Examples include the rise of generative AI, remote work norms, and circular economy adoption.

Weak Signals

Early, ambiguous indicators of potential change that haven't yet developed into clear trends. They're easy to miss but may represent the most significant future disruptions. Detecting weak signals is the hallmark of advanced foresight.

Wildcards

Low-probability, high-impact events that could dramatically reshape the landscape. Pandemics, breakthrough technologies, or geopolitical shocks fall into this category. Organizations must stress-test strategies against wildcards.

Key Frameworks: STEEP & PESTLE

Horizon scanning frameworks provide structured lenses through which to examine the external environment. Two of the most widely used frameworks are STEEP and PESTLE, which ensure comprehensive coverage across all domains of change.

The STEEP Framework

STEEP organizes scanning across five fundamental dimensions of change:

  • S — Social: Demographics, cultural values, lifestyle changes, education, health, public attitudes, consumer behavior, and social movements.
  • T — Technological: Emerging technologies, R&D breakthroughs, digital transformation, automation, AI, biotech, and the pace of technological change.
  • E — Economic: Global economic shifts, trade dynamics, labor markets, business models, financial systems, and economic inequality.
  • E — Environmental: Climate change, resource scarcity, biodiversity, pollution, sustainability regulations, and the energy transition.
  • P — Political: Governance models, regulation, geopolitics, policy changes, international relations, and institutional stability.

The PESTLE Framework

PESTLE extends political-economic analysis by adding Legal and Environmental as distinct categories. It's particularly useful for organizations operating in heavily regulated industries or across multiple jurisdictions. The six dimensions are:

  • Economic
  • Social
  • Technological
  • Legal
  • Environmental
